13834.  The initial board of directors of a district formed on or
after January 1, 1988, shall be determined pursuant to this article.



13835.  In the case of a district which contains only unincorporated
territory in a single county, the district board may be elected or
may be appointed by the county board of supervisors which may appoint
itself as the district board.


13836.  In the case of a district which contains only unincorporated
territory in more than one county, the district board may be elected
or may be appointed by the boards of supervisors of the counties in
which the district is located. If the district board is appointed by
the boards of supervisors, they shall appoint directors according to
the proportionate share of population of that portion of each county
within the district, provided that each board of supervisors shall
appoint at least one director.



13837.  In the case of a district which contains unincorporated
territory and the territory of one or more cities:
   (a) The district board may be elected or appointed by the county
board of supervisors and the city councils in which the district is
located. If the district board is to be appointed, the board of
supervisors and the city council or councils shall appoint directors
according to the proportionate share of population that portion of
the county and each city within the district, provided that the board
of superviors and each city council shall appoint at least one
director. The board of supervisors or city council may appoint one or
more of its own members to the district board. In no case shall the
number of directors exceed 11 members.
   (b) Notwithstanding subdivision (a), the county board of
supervisors may appoint itself as the district board, if the city
council of each of the cities consents by resolution.



13838.  In the case of a district which includes only incorporated
territory within a single city, the district board may be elected or
appointed by the city council which may appoint itself as the
district board.


13839.  In the case of a district which includes only incorporated
territory in more than one city, the district board may be elected or
appointed by the city councils in which the district is located. If
the district board is appointed, the city councils shall appoint
directors according to the proportionate share of population of that
portion of each city within the district, provided that each city
council shall appoint at least one director. The city council may
appoint one or more of its own members to the district board. In no
case shall the directors exceed the number permitted pursuant to
Section 13842.
