50830. The board for each fund consists of the board of commissioners for the department. If there is no board of commissioners, the chairman of the legislative body of the local agency, the treasurer of the local agency, and the chief of the department constitute the board. 50831. The board has charge of and administers the fund and shall order payments from it pursuant to this chapter. 50832. The board shall organize by choosing one of its number as chairman and by appointing a secretary. 50833. The treasurer of the local agency is ex officio treasurer of the fund. 50834. The board shall meet on the first Mondays of April, July, October, and January, and upon the call of its president. 50835. The board shall biennially select from its members a president and secretary. 50836. A majority of the members of the board constitutes a quorum and may transact business. 50837. The board shall make an annual report in June to the legislative body of the local agency. The report shall state: (a) The condition of the fund. (b) The receipts and disbursements on account of the fund. (c) A list of the beneficiaries of the fund and the amounts paid them. 50838. The board may compel witnesses to attend and testify before it upon matters concerning the system established by this chapter. Such testimony shall be taken in the same manner as testimony is taken before notaries public. The president or a member of the board may administer oaths to witnesses. 50839. The board may appoint a secretary and provide for the payment of its necessary expenses, including secretary hire and printing, from the fund. 50840. The board may make regulations for its guidance pursuant to this chapter. 50841. The board shall issue warrants to persons entitled for the amount of money ordered paid them from the fund by the board. The warrant shall be signed by the president and secretary and shall state the purpose of the payment. 50842. The board shall keep a record of all its proceedings. 50843. At each quarterly meeting, the board shall send to the treasurer and the auditor of the local agency a list of persons entitled to payment from the fund and the amount and purpose of the payments. The list shall be certified and signed by the president and secretary of the board and attested under oath. 50844. The auditor shall copy the list in a book kept for that purpose which shall be known as the police relief and pension fund book or the firemen's relief and pension fund book. The auditor shall transmit the list to the legislative body of the local agency. It shall order the payment of the amounts in the list out of the fund. 50845. Upon proper vouchers, payments pursuant to this chapter shall be made quarterly from the police relief and pension fund and monthly from the firemen's relief and pension fund. 50846. No compensation emolument shall be paid to any member of the board for any duty performed pursuant to this chapter.
