48-2015. Sanitation survey, plan and report A. When a sanitary district is established, or at any time before issuing and selling bonds under this article, the board of directors shall employ one or more sanitation or water engineers for any of the following purposes: 1. To make a survey of the problems of the district concerning sanitation with special reference to sewage collection, treatment and disposal. 2. To make a survey of the problems of the district concerning sanitation with special reference to garbage treatment and disposal. B. Upon completion of the survey or plan, the engineers shall prepare and file with the board of directors a report setting forth: 1. A description of existing facilities. 2. A description of work recommended to carry out the purposes of the district, with plans and specifications therefor. 3. A description of the property proposed to be acquired or damaged in performing the work. 4. A map showing the boundaries of the district and in general the location of work proposed to be done, property taken or damaged and other information useful to an understanding of the proposed work. 5. An estimate of the cost of the proposed work. C. Expenses of the survey and report shall be a charge against the district. |
