48-144. Resolution calling bond election; publication A. The board of directors shall adopt a resolution calling an election upon the question of the issuance of the bonds. The resolution shall state in substance: 1. The maximum amount of bonds to be issued. 2. The purpose for which the bonds are to be issued. 3. The maximum rate of interest which the bonds are to bear. 4. A brief, concise statement, which need not include any detail other than the mere statement of the fact, showing that the bonds will be payable solely from revenues. 5. The date on which the election is to be held. 6. The places where votes may be cast. 7. The hours between which such polling places will be open. B. The election resolution shall be posted in three public places in each division of the district for at least fifteen days prior to the date of the election and shall be published at least once not less than fifteen days nor more than thirty days prior to the date of the election in a newspaper of general circulation published in the county in which the office of the board of directors of the district is located. C. Instead of publishing the notice described in subsection A, the board of directors may, and for a nonresident qualified elector of the district shall, mail a notice of election to each household containing a qualified elector of the district. The notice shall contain the same information described in subsection A, paragraphs 1 through 5 and the polling place for that household's qualified electors and the times it is open. The notice shall be mailed at least thirty-five days before the election. |
