Referring to having an absolute right or title, when previously the holder of the right or title only had an expectation.

Veto

to prevent or block; the ability for an executive power to prevent the passage of a bill passed by the respective legislature 

Vicarious Liability

Sometimes called "imputed liability," attachment of responsibility to a person for harm or damages caused by another person in either a negligence lawsuit or criminal prosecution.
