These regulations are issued under the authority of sections 201 and 202 of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1711-171 2); the Public Rangelands Improvement Act of 1978 (43 U.S.C. 1901 ); section 3 of the Federal Coal Leasing Amendments Act of 1976 (30 U.S.C. 201(a) ); sections 522, 601, and 714 of the Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1201
et seq. ); and the National Environmental Policy Act of 1969 (42 U.S.C. 4321
et seq. ).
