3.1608—Nonallowable expenses.

No reimbursement will be allowed for:
(a) Accessory items. Such as items of food and drink.
(b) Duplicate items. Any item or cost of any item or service, such as casket, clothing, etc., previously provided or paid for by any Federal agency (including the Department of Veterans Affairs).
