644.314—Rules and regulations of the General Services Administration (GSA).
Under the rules, regulations and delegations of authority issued by GSA under the Federal Property Act, the military departments are authorized to dispose of the following:
(a)
Real property under its control (except land withdrawn or reserved from the public domain), together with the improvements thereon and related personal property, which has a value of less than $1,000.
(b)
Leases, permits, licenses, easements, or similar interests, including Government-owned improvements on the premises, unless it is determined that the interest should be included with the disposal of other property being reported to GSA for disposal.
(c)
Fixtures, structures, and improvements of any kind to be disposed of without the underlying land.
(d)
Standing timber and embedded gravel, sand, and stone to be disposed of without the underlying land.
