632.121—Lobbying activities.
No funds provided under the Act may be used in any way:
(a)
To attempt to influence in any manner a member of Congress to favor or oppose any legislative or appropriation by Congress; or
(b)
To attempt to influence in any manner State or local legislators to favor or oppose any legislation or appropriation by such legislators.
